Partnership to Support African Member States’ Implementation of COP26 Commitments and Participation in future COPs | World Health Assembly, 2023

This inter-ministerial dialogue at the 76th World Health Assembly will build on the High-level inter-ministerial meeting on cholera epidemics and climate-related public health emergencies (Lilongwe, Malawi, 9-11 March 2023). The participating countries committed to strengthening multi-sectoral collaboration and coordination with relevant sectors including climate sector in order to enhance the implementation of mitigation [and adaptation] measures aimed at reducing health risks of climate sensitive diseases. It is an opportunity for Ministers of Health from the African Region to define what is at stake for health in forthcoming COPs and to begin the multi-sectoral engagement that will facilitate the amplification of health in the climate change agenda.
Objectives of the Session
This dialogue will bring together multiple MoH in Africa, WHO AFRO, Amref, private sector and philanthropies for a high level conversation, debate, commitment, political and institutional solutions and lessons learned on climate change in Africa. Further, African Member States will have the opportunity to raise policy gaps for redress by the WHA Member States.
At the end of the dialogue, we shall launch a regional initiative that will support Member States meet their CoP26 commitments by initiating or reinforcing their legal, institutional and operational framework for multi-sectoral work to tackle climate change related health impact in Africa and to ensure that the voice of health and wellbeing in Africa is heard at the CoPs.

Alex Harris, Associate Director, Government Relations and Strategic Partnerships, Wellcome Trust

I’m an experienced leader and natural communicator with a deep understanding of the healthcare sector.
Montasser Kamal, Director Global Health, IDRC ( International Development Research Centre)
Montasser Kamal is the Director of Global Health at Canada’s International Development Research Centre. Before joining IDRC Montasser was the Deputy Director for Global Health Policy and Research at Global Affairs Canada. He also worked at the former Canadian International Development Agency CIDA as the Team Leader of the Health Specialists and brings experience as a Reproductive Health Policy Advisor and as a Manager of Multilateral Health Institutions and Partnerships. Between 2007-2014 he worked at the Regional Office of the Ford Foundation in Cairo where he was a Senior Program Officer for Reproductive Health and HIV/AIDS in part supporting implementation research and strengthening the health policy environment around sexual and reproductive health and rights. Montasser’s areas of interest and expertise include implementation research, forced displacement and refugee health, sexual and reproductive health and rights, health systems strengthening, political economy of health, and evidence use. Montasser has MD, Diploma, MSc, and PhD degrees in medicine, international development, and medical anthropology from Egypt, the UK and Canada.
Tamer Rabie, Lead Health Specialist, World Bank-Health, Nutrition and Population Global Practice, World Bank
Tamer Rabie is a Lead Health Specialist in the World Bank’s Health, Nutrition and Population Global Practice. He is a Medical Doctor with a master’s in public health from the London School of Hygiene & Tropical Medicine. He has over twenty-five years of experience spanning clinical medicine, public health, health systems, health policy, service delivery, infectious diseases, nutrition, governance, private sector, and environmental health. Since joining the World Bank in 2005, he has led lending as well as advisory services programs in over twenty-five countries in Europe and Central Asia, South Asia, East Asia, and the Middle East and North Africa regions. Further, he has developed analytical and knowledge products in several areas in the health field. In 2019, he established the Health Climate and Environment Program – which he currently leads – with the aim to integrate environmental health and climate-smart healthcare measures into World Bank operations.
Daryl Burnaby, Director, Global Health, GSK
Daryl joined GSK in 1999 after completing his degree in Natural Sciences at Cambridge University and PhD at the University of Southampton. After completing 3 years on the graduate management programme, he spent a further 9 years working across the R&D, commercial and corporate functions before joining the Global Health team. In this team, Daryl is responsible for programmes aimed at strengthening health systems in LMICs through partnerships between GSK, INGOs and country governments. GSK recognises the importance of strong health systems both as a human right and social good, but also as essential for access for essential medicines and vaccines. Between 2011 and 2021, GSK invested over £50m training over 100,000 health workers and reaching 17 million beneficiaries across 43 countries, in partnership with Amref Health Africa, Save the Children, and CARE International. More recently, GSK has partnered with Amref Health Africa to improve diagnosis, referral, and treatment for malaria, TB, and HIV, as well as leveraging the role of technology to improve the quality of training and reporting for health workers.
